How the ICE List works — from a tip to a published record.
Every piece of information follows the same path, so the record stays accurate and verifiable: submitted by the public → routed by a volunteer → reviewed by an admin → published. Now that pending-changes review is live, nothing a volunteer writes reaches the public until a reviewer for that area signs off.
The path
1Contribute
Anyone submits media, an incident, an agent or a vehicle through the public front door. No identity is recorded.
2Intake queue
Every submission lands in a hidden, logged-in-only queue with its media attached — nothing is public yet.
3Route
A volunteer attaches it to the right agent or incident, creates a new entry, or discards it.
4Review
A reviewer for that area proofreads the change. Until they accept it, the public keeps seeing the last approved version.
5Published
The approved version goes live and flows automatically onto the boards, galleries, posters and the incident map.
Who does what

Anonymous. Submits anything through Contribute; sees only reviewed, published information.
✍Volunteers
Logged in. Route submissions, add footage and agents, write incident pages. Their edits are held as pending until a reviewer signs off.
✅Reviewers
One or two trusted admins per area. Approve pending changes in their lane — deaths and use-of-force get the closest read.
⚙Admins
Configuration, extensions, user rights, and the automation behind the posters and map.
How to use it
If you're a volunteer: log in, then work the submission queue or just add information on any page. Your edits get a “pending review” tag and wait for a reviewer — you don't need to do anything else, just do good, sourced work.
If you're a reviewer: go to the reviewer hub, open your area's pending changes, read the change, and Accept it to publish (or leave a note). Your two accounts are the gate for your lane.
If you're a member of the public: everything you see has already been reviewed. To help, use Contribute — your identity is never recorded.
