ICE List:Add volunteer

Add a submission volunteer. Creates a confined volunteer account (can submit for review, cannot edit or publish anything directly), adds them to the submitter group, and sets up their profile. Hand the generated username + password to the volunteer.

If the submitter group isn't applied yet, the account + profile are still created; add the group later in Special:UserRights.
