Report	Minnetonka Hills Apartment Complex: 5 black, unmarked SUVs with blacked out windows and no license plates. All arrived together and sat outside apartment with cars on for about 20 minutes. More of the same vehicles seen driving around Hopkins crossroads area off of Hwy 7
