Report	A man whose whole face was covered, in a bandana and sunglasses, wearing a gray colored shirt took a photo of my sister in front of Robla Elementary while she was picking up our siblings. Not sure if this was ice, but we are afraid he was becuase it is typical ICE gear, he was in a white van similar to ones seen ice officers ride in, an took a photo randomly of my sister. Was not able to get a photo, but it was scary and weird that that happened, stay safe. This was on 1/29 thursday after school
