Report	Silver Toyota Sedan, MN plate LKD 587, at Holiday Station on McKnight and Lower Afton. Parked in driveway, not in a parking spot. Car turned off. White male driver wearing black turtleneck, yellow safety vest, stocking cap. Seemed to be loitering and surveilling the Shamrock strip mall across the street, where there are several African and Asian businesses. Driver was not on phone or other device, not writing, or doing anything besides observing.
