As I was driving by, I noticed a dark blue unmarked truck with code 3 lights on which stopped a group of landscapers. who looked kind of spread out. I didn't see any agent. When I reached the intersection, the truck pulled up 2 lanes super-fast. I could make out that there was a dash cam radio like transmitter on the dash, and the truck had multiple antennas.
