Overview
David Brouillette is the federal agent documented as the officer who fired the shots that killed Johan Sebastián Durán Guerrero, a 26-year-old man from Colombia, during a U.S. Immigration and Customs Enforcement (ICE) operation at the intersection of Pool Street and Hill Street in Biddeford, Maine on the morning of 13 July 2026.
The agent who fired was not officially named by ICE, DHS or the FBI. He was recorded on bystander video at the scene and catalogued on the ICE List as unidentified agent ME-00876, then identified as David Brouillette by two people who know him personally, who came forward independently. The identification was confirmed by a local immigrant-rights group.
The federal government has not confirmed the identity of the agent who fired. This entry records an identification made by people who know him alongside the documentation of the shooting.

Background
David Michael Brouillette, 37, of Manchester, is a U.S. Army veteran who served in the Maine Army National Guard from 2007 to 2010. He later worked as a corrections officer at the Maine Correctional Center in Windham (2015–2016) and in child-support enforcement for the Maine Department of Health and Human Services (2019–2020).
Reported history of violence and mental illness
The following is drawn from reporting by the Portland Press Herald, NPR, The Boston Globe, NBC News, Newsweek and Forbes, citing family members, two ex-wives, and court records. It reflects allegations, not adjudicated findings.
- Ex-wives’ allegations. Two ex-wives described violent and threatening behaviour. One filed a court document alleging Brouillette once threatened to kill her with a gun. His ex-wife Ashley Brouillette said he had choked her, slammed her to the floor, and once threw boiling water on her.
- The admission call. Ashley Brouillette told the Portland Press Herald that Brouillette called her after the shooting, admitted he was the ICE agent who fired, and asked her to lie for him and cover for his character. “I told him that I was not going to lie for him,” she said.
- Mental health. A close relative said Brouillette was diagnosed with severe bipolar disorder and attention-deficit disorder as a child, described him as “extremely mentally ill,” and said he attempted suicide twice at age 12 and was hospitalised multiple times.
Investigation status
As of mid-July 2026, federal officials, ICE, DHS and the FBI, had not publicly identified Brouillette as the shooter. The shooting remains under investigation. His identification on this page rests on people who know him and on subsequent news reporting.
