Overview
David Brouillette is the federal agent documented as the officer who fired the shots that killed Joan Sebastian Guerrero, a 26-year-old man from Colombia, during a U.S. Immigration and Customs Enforcement (ICE) operation at the intersection of Pool Street and Hill Street in Biddeford, Maine on the morning of 13 July 2026.
The agent who fired was not officially named by ICE, DHS or the FBI. He was recorded on bystander video at the scene and catalogued on the ICE List as unidentified agent ME-00876, then identified as David Brouillette by two people who know him personally, who came forward independently. The identification was confirmed by Project Relief Maine, a Maine immigrant-rights group.
