Summary: On October 31, 2025, hours after a documented use-of-force incident in Evanston, Illinois, the same U.S. Border Patrol agents were observed in Rogers Park, Chicago, engaging in further threatening conduct. Video shows Agent Timothy Donahue threatening the driver of a trailing vehicle with pepper spray while two detainees were visible inside the federal vehicle, one displaying handcuffs and shouting “ICE! ICE! ICE!” from inside the car.
Full description
Video footage recorded in Rogers Park shows a marked federal vehicle associated with U.S. Border Patrol stopped in traffic with two detainees inside. One detained individual is visible through the window holding up handcuffed wrists and shouting “ICE! ICE! ICE!” to alert passersby.
Witnesses report that Agent Timothy Donahue exited or leaned from the vehicle and threatened the driver of a car behind him with pepper spray after being observed by rapid-response cyclists monitoring federal activity in the area. The agent is seen brandishing the chemical agent in a manner consistent with intimidation rather than crowd control or self-defense.
The conduct occurred on the same day as the earlier Evanston incident in which Donahue and Agent Thomas Parsons were filmed pointing a firearm at bystanders and assaulting a handcuffed individual following a vehicle crash. The Rogers Park incident indicates continued aggressive behavior by the same agents across multiple locations within Cook County on the same day.

Sources
- Video evidence documented via screenshots and circulated footage (on file)
- Eyewitness accounts from rapid-response observers
Notes
- The detainees inside the vehicle were visibly restrained at the time of the threats.
- No active arrest or emergency conditions are visible that would justify the display of chemical agents.
- The repetition of aggressive conduct across locations raises concerns about agent behavior during interior enforcement operations.

Summary: On October 7, 2025, five armed Border Patrol agents were filmed detaining a civilian on Chicago’s Kedzie Avenue. One agent aggressively swung his rifle on a single-point sling while moving toward a civilian, appeared to challenge him, and then attempted to tackle the civilian. The tackle failed, and three other agents rushed in to slam the bystander to the ground and restrain him.
The footage circulated widely due to the aggressive behavior and the agent threatening a separate witness with “you’re next.”
Full Description
The video shows a unit of U.S. Border Patrol agents operating on a public street in Chicago. One agent, wearing a helmet and full tactical kit, approached a civilian while aggressively swinging a rifle attached to a single-point sling. He made gestures consistent with attempting to provoke or intimidate the individual.
The same agent then lunged at a bystander and attempted a tackle but failed to bring the civilian down. Immediately afterward, multiple agents converged and forced the civilian to the pavement. Another agent verbally threatened a separate bystander recording the scene.
A white SUV, commonly used by DHS units, is visible behind the agents and is included as a vehicle involved.

Summary: On October 4, 2025, in the Brighton Park neighborhood of Chicago, a federal agent from the U.S. Customs and Border Protection (CBP) / U.S. Border Patrol unit shot a civilian woman multiple times during a vehicle-related encounter in which the agent’s vehicle was alleged to have been surrounded or rammed. During the subsequent court proceedings, the agent’s text messages to colleagues—boasting “I fired 5 rounds and she had 7 holes”—were revealed.
Full description
The incident began when the agent’s Tahoe was involved in a crash or sideswipe with a civilian vehicle. According to federal filings, the agent claimed his vehicle was boxed in by multiple cars and that the civilian driver attempted to ram him. He then fired his weapon five times, hitting the woman. As part of the investigation and litigation, defense attorneys raised concerns about evidence handling: the agent’s vehicle was transported from Chicago to Maine after the incident for repairs, including buffing off scuff marks before it could be inspected by defense. In the days following the shooting, protests erupted in the neighborhood and federal agents used tear-gas and pepper-balls to disperse crowds.

Notes
- Victim identity withheld for privacy; only public name is referenced in media as civilian woman.
- The agent’s text messages raise serious questions about use of force and mindset in federal law-enforcement context.
- Evidence-preservation issues: the agent’s vehicle was moved and repaired out of state before defense inspection — raises potential chain-of-custody concerns.
- The incident forms part of the broader enforcement surge known as Operation Midway Blitz in Chicago.

Summary: On September 12, 2025, Silverio Villegas González, a 38-year-old father of two, was shot and killed by an officer with U.S. Immigration and Customs Enforcement (ICE) during an enforcement operation in Franklin Park, Illinois.[1] ICE has acknowledged that multiple agents were involved but has not publicly identified which agent discharged the fatal shot.[2] Subsequent independent reporting and body-worn camera footage have raised substantial questions about the accuracy of ICE’s initial public account.[3]
Full description
The incident occurred in the morning as ICE agents conducted a targeted enforcement operation in a residential area of Franklin Park, shortly after Villegas González had dropped his children off at school and daycare.[1]
According to statements issued by the Department of Homeland Security (DHS), agents attempted to detain Villegas González, who ICE claimed then moved his vehicle in a manner perceived as an imminent threat to agents, resulting in an officer firing a weapon.[4] Villegas González was struck and later pronounced dead at a hospital.[1]
Local police body-worn camera footage released after the incident shows emergency responders and law enforcement at the scene following the shooting, including Villegas González receiving medical attention on the ground prior to transport.[3] An ICE agent was also treated for injuries and released.[3]
Disputed official narrative
ICE and DHS publicly asserted that Villegas González drove his vehicle toward agents, seriously injuring an officer and creating the circumstances for the use of lethal force.[4] Independent reporting and released footage have challenged key elements of this account:
- Severity of agent injuries: While DHS initially described the officer as “seriously injured,” local police body-worn camera footage captures an agent describing his injuries as minor, including a torn pant leg, knee pain, and superficial cuts, contradicting the characterization of severe injury.[3]
- Vehicle-agent contact and sequence of events: Reporting based on police records, witness statements, and available video has raised questions about whether an agent was dragged a significant distance, as claimed, and whether gunfire may have occurred earlier in the encounter than DHS indicated.[2]
- Incomplete evidence disclosure: ICE has not released full, unedited body-worn camera footage from all agents involved, nor publicly identified the agent who discharged the fatal shot. Illinois officials and advocates have cited these omissions as preventing independent verification of ICE’s claims.[1]
Because of these discrepancies, multiple elected officials, community organizations, and journalists have stated that the official narrative remains unsubstantiated by the publicly available evidence.[2]
Agents and enforcement personnel
ICE has confirmed that more than one agent was involved in the pursuit and confrontation preceding the shooting.[2] Public reporting has identified:
- Moore, Arian S. — identified as one of the agents involved in the pursuit phase[2]
The identity of the agent who fired the fatal shot has not been publicly disclosed by ICE or DHS.[2]
Aftermath and response
The killing prompted vigils, protests, and formal requests from Illinois officials for an investigation independent of ICE and DHS.[1] Governor J.B. Pritzker and members of Illinois’s congressional delegation stated that inconsistencies between ICE’s statements and available footage warranted further scrutiny.[1]
As of this writing, no criminal charges or disciplinary actions related to the shooting have been publicly announced, and the shooter’s identity remains undisclosed.[2]

Summary
Two plainclothes immigration officers were photographed stationed outside the DHS immigration facility in Chicago’s South Loop on September 24, 2025. They appeared to be monitoring the area and waiting for individuals exiting the building.
Background
The Chicago South Loop DHS facility is a frequent site of ICE activity, including targeted arrests following scheduled immigration appointments. Community observers have documented repeated patterns of officers waiting outside the building in unmarked clothing and vehicles.
Incident details
At least two male officers were observed positioned on the sidewalk directly outside the facility. Both were wearing plain, low-visibility clothing consistent with ICE’s undercover enforcement posture. They remained stationary and appeared to be monitoring individuals leaving the building.
One officer leaned against a planter wall while scanning the area. The second sat on the ledge looking at a phone, suggesting coordination or standby.

Summary: On 2025-09-19 in Broadview, Illinois, a submission was received reporting: ICE attack woman.
Full Description
On September 19, 2025, I attended a peaceful protest outside the ICE facility in Broadview, Illinois. I was standing on a public sidewalk, unarmed, holding a sign and flag, when federal agents began using force against me without warning.
An ICE agent approached with his weapon drawn and pushed me by the neck. Multiple agents then grabbed me from different directions and forced me to the ground. While I was down, I was struck multiple times with pepper-ball projectiles. After I stood back up, I was pushed repeatedly by agents.
A separate agent then sprayed me with mace at close range, causing immediate loss of vision and severe distress. As I sat on the ground unable to see, other protesters attempted to assist me by flushing my eyes with water. While I was in this impaired state, I was struck in the head at very close range, causing me to lose consciousness.
When I began to regain awareness, I reached for my glasses and inadvertently made contact with an agent’s mask. In response, the agent raised his firearm to my face at point-blank range. I pushed the weapon away from my face, after which the agent grabbed me from behind and placed me in a chokehold.
Following this, I was detained and taken behind the facility gates. I repeatedly requested medical attention but was told I would have to wait hours. When I was eventually transported to the hospital, multiple ICE agents remained with me throughout treatment and stated their intent to return me to custody. Fearing for my safety, I called 911, but an agent and hospital security removed the phone and told me no one would help me.
I was later transported to another ICE facility, processed, and released after approximately eight hours.
As a result of this incident, I suffered significant physical and psychological harm. I have been diagnosed with PTSD, experience ongoing panic attacks and agoraphobia, and was ultimately forced to leave my job because I could no longer function in public or workplace environments.

Summary: On September 12, 2025, Silverio Villegas González, a 38-year-old father of two, was fatally shot by an ICE agent during an attempted traffic stop in Franklin Park, Illinois.[1] Multiple news reports and released footage show the killing occurred shortly after the vehicle stop, prompting public scrutiny over the use of lethal force.[2]
Full Description
Silverio Villegas González, a resident of the Chicago area originally from Mexico, was stopped by ICE agents on September 12, 2025, in Franklin Park, Illinois, during a broader immigration enforcement campaign in the region.[2] According to statements from the Department of Homeland Security, Villegas González attempted to flee and struck an agent with his vehicle, leading another agent to fire his weapon in what DHS described as self-defense.[3]
Independent reporting, including surveillance footage and body-camera video reviewed by journalists, presented a more complex account of the encounter. In the footage, the agent involved described his injuries as “nothing major,” raising questions about DHS’s characterization of the threat posed at the time of the shooting.[2]
Villegas González was reportedly unarmed and had no known criminal history beyond minor traffic offenses. He had dropped off his children at school and daycare shortly before the incident occurred.[1]
The killing sparked public protests and calls for transparency from Illinois lawmakers, community organizations, and Mexican government officials, who urged an independent investigation into the incident.[4]
