Incident pipeline

Each incident moves through the tiers described in ICE List Wiki:Volunteer/Roles. A tier's queue is simply the incidents at its stage; a hand-off advances the stage. Set or advance the stage with the Volunteer triage panel on any incident page.

Flow: Unstaged → Intake → OSINT → Detailing → Verification → Writing → Published
